The unique_ptr
and shared_ptr
constructors taking
nullptr_t
delegate to a constexpr
constructor, and could be
constexpr
themselves.

Proposed resolution:
In the 20.3.1.3 [unique.ptr.single] synopsis add
"constexpr" to unique_ptr(nullptr_t)
.
In the 20.3.1.4 [unique.ptr.runtime] synopsis add
"constexpr" to unique_ptr(nullptr_t)
.
In the 20.3.2.2 [util.smartptr.shared] synopsis
add "constexpr" to shared_ptr(nullptr_t)
.
